State Officers

The State officers of POSSESS shall be: President, First Vice President, Second Vice President, Secretary, Treasurer and Parliamentarian. Any individual member in good standing shall be eligible to serve as an officer. No more than two of the three individuals filling the offices of President, First Vice President, and Second Vice President may be elected from the same region. The term of all officers shall be for two years, beginning July 1 of even number of years. Officers may not serve more than 2 consecutive elected terms.

President

The President shall preside at all meetings of POSSESS, Board of Directors and Executive Committee, and be an ex-officer member of all committees except the Nominating Committee.

First Vice President

The First Vice-President shall perform the duties of the President in the absence or inability of the President to serve. The First Vice-President shall coordinate all standing and special committees of POSSESS and be responsible for these committees.

Second Vice President

The Second Vice-President shall perform the duties of the President in the absence of both the President and First Vice-President. The Second Vice-President shall coordinate meeting places and programs and shall chair the Professional Development/Program Committee.

Secretary

The Secretary shall keep the minutes of the membership meetings, and the meetings of the Board of Directors, and the Executive Committee. The Secretary shall be the custodian of all records and papers, including roll of membership and lists of committees.

Treasurer

The Treasurer shall receive and disburse the funds of POSSESS as directed by the Board of Directors. The Treasurer shall deposit all funds in a financial institution insured by an agency of the Federal Government. The Treasurer shall render a detailed itemized financial statement of receipts and disbursements to the Membership, to the Board of Directors and to the Executive Committee, and such other reports and accounts of the financial condition of POSSESS as may be requested by the membership of POSSESS, Board of Directors and Executive Committees.

Parliamentarian

The Parliamentarian shall attend all semi-annual membership meetings. If the Parliamentarian is an individual or agency member of POSSESS, he/she shall have a vote at the membership meetings. If a non-member Parliamentarian is utilized, he/she will have no vote at the membership meetings.
